Then I realized I was running out of space, just wanted to flip the location. So I installed a new hard drive in the system. I moved the location to the new disk via the system app. Scroll to All apps and then scroll down to the Google Play Store app. Open the app details and tap the Force stop button. Tap the Clear cache button. Repeat the steps above, but replace Google Play Store in step 3 with Google Play services. Try to download the app again. Clear the Google Play Store data. Uninstalling all Play Store (Market) App updates fixed it for me. Go to Settings - Applications - Manage Applications - All tab - Google Play Store and uninstall the updates. This will leave you with an older version of the app, which is probably named "Market". Then you should be able to install or update apps.
